Since I had little time this morning, here's a bit more about what I think of your suggestions ;D

Ranger NPCs, harmless humans that are sometimes found near hunters
- Already existing. They will hunt down sick wolves and those which hunt pets
You can attack rangers and hunters, but it'd be a pretty stupid idea, like in lion
- Sick wolves may do so ;P
There is a small reserve in the timber where hunters will rarely hunt, but to keep everyone from crowding up there, prey only stays
for two days, goes away for another two days, and comes back the next two days, and continues that cycle
- xD Will fail since that'd require us to actually create the maps by hand which isn't going to happen.
The reserve surrounds a small lake that is dry in the summer
- Dry? In Summer? Oo We're not talking about onLION here, are we? XD
Domestic hunting dogs
The domestic hunting dogs are blackish-brown, but if they're white, they only hurt you if you get too close to the cattle
White herding dogs walk around the edges of the cattle herds
- Sprites please! Running, Walking, dead, more than 3 frames.
Hunters kill prey, as well
- Yeah, thought of it.

More land marks than WOLF did, so you don't get lost

A more specific encounter system, not just "dominate" or "play"

Why is there a Siberian tiger NPC? O.o

Ravens fly and land near carcasses, appearing to eat them but not actually depleting from the amount left

A road with cars, where if you step in front of a vehicle too suddenly you could be either killed or seriously injured
If you hang out in the middle of the road, when a car comes, it will stop and honk at you
- Erm.. where's that street supposed to be placed? How's the map-creator software supposed to generate such a world xD
When a wolf dies, it becomes a carcass inedible by other wolves but disappears over time
- What's the purpose of that o_o' I never understood it in WOLF either.
Hunters aim for larger, stronger wolves, not just shooting randomly at every thing they see -.-

Herds of cattle you can hunt at your own risk (WQ reference, that was actually one of their few good ideas)
