This may happen for the client as well as the server (in some cases).
To fix the problem, do the following steps:
1) Right-Click the corresponding .exe file (which is client.exe or server.exe in either client or server folder)
2) Click properties.
3) Compatibility Tab
4) Tick "Run as administrator"
5) Apply and Okay
6) Try again.
If the problem still occurs you might want to give the whole folder access permissions.
To do so, follow the topic "In case of missing dll/ocx files" and apply the steps mentioned there to the folder instead.
