Persistent run-time error 380 and Server Offline

I'm having a few problems...

There is a persistent runtime error 380 occurring whenever I press the 'settings' button on the main menu.

This is what I've tried with no improvement:

- Running as Administrator
- Running Server as well.
- Not running Server
- Restarting
- Tried changing permissions here: https://wolf-forum.rpg-board.net/t11-in-case-of-missing-dll-ocx-files

And, another problem:

It keeps on saying the server is offline. I've tried the following:

- Forwarded ports (both firewall and router) to port 2001 (UDP and TCP)
- Running Server at the same time.
- Not running Server at the same time.
- Restarting
- changing permissions
- running as administrator


Just for reference, I'm running Windows XP Pro SP3.

Stack overflow? That's a new one (Damnit)... Usually means something is out of range.. I think..
